Research-informed support for a changing sector

JSS Consulting’s Governance Alignment Advisory work is informed by Julie Sandbrook’s recent Master of Change and Organisational Resilience research into regulatory governance, incentive structures and organisational behaviour in New Zealand’s vocational education sector.

The research examined how governance settings are interpreted, translated and enacted in practice. It found that governance does not shape behaviour mechanically. Formal expectations are filtered through leadership, capability, systems, reporting requirements, viability pressure and local context.

This matters because organisations can become very good at evidencing what the system can see, while still needing to ask whether those same systems are supporting meaningful quality, customer value and culturally grounded outcomes.

Culturally grounded governance

JSS Consulting treats culturally responsive outcomes as a governance-quality issue, not a symbolic add-on.

This work examines whether governance settings, reporting systems, leadership practices and decision-making processes create the conditions for relational, community-grounded and culturally meaningful outcomes to be recognised and supported.

Where deeper cultural advisory work is required, JSS Consulting works in partnership with appropriate Māori and Pasifika expertise.

Governance Alignment Diagnostic 

A six-week, evidence-based examination of what your governance, funding and assurance settings are actually rewarding. Built on the Incentive-Behaviour Alignment Model developed through my Master’s research, it examines five stages of alignment against the conditions that shape how settings land in practice. 

You receive an Alignment Profile with stage scores in context, a structured findings report with evidence traceability, a 90-minute board or leadership briefing, and a prioritised capability pathway. 

For boards, chief executives and senior quality or governance leaders in regulated organisations. 

Priced from $12,500. Two founding pilot places are available at this fixed price, in exchange for a case study.

Board and Executive Alignment Briefing 

A focused session applying the alignment lens to one specific decision, reform or reorganisation, without a full diagnostic. You receive a facilitated session and a concise written note framing the alignment questions and risks around your situation. 

A practical first step, or preparation ahead of a reform decision. 

Priced from $3,500.

System-Level Alignment Review 

For those who design, fund, regulate or reform a system rather than operate inside one. A structured review of whether the settings being designed will produce the behaviours and outcomes intended, before decisions become fixed. 

Includes a system-level review across the relevant settings, structured stakeholder engagement, findings with options and risks, and a briefing to leadership or governance. 

For regulators, funders, agencies, industry and skills bodies, and policy or reform leaders.

Advisory Retainer 

Ongoing advisory support through a reform, implementation or governance-redesign period. Scheduled advisory time, review of proposed settings against the model, and on-call framing of alignment questions as decisions arise.

Julie Sandbrook is the Director of JSS Consulting. Her professional background spans manufacturing, local government, vocational education, quality assurance, learning systems, regulatory compliance, digital transformation, stakeholder engagement and organisational improvement.

Julie’s recent Master of Change and Organisational Resilience research examined how regulatory governance structures and incentive settings shape organisational behaviour within New Zealand’s vocational education sector.
